On December 16, 2025, the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon, delivered his annual Address to the Parliament (Majlisi Oli). This year’s message was particularly significant as it set the stage for the country’s 35th Anniversary of State Independence, focusing on economic resilience, digital transformation, and social welfare.

The President emphasized that despite global market fluctuations, Tajikistan’s economy maintained a steady growth rate. A central theme was the transition from an agrarian-industrial economy to an industrial-innovative model.
Key Targets: Increasing the share of the manufacturing industry in the GDP.
Green Energy: Updates on the Roghun Hydropower Plant were central, positioning Tajikistan as a regional leader in «Green Energy» exports.
Support for Business: New directives were issued to reduce administrative barriers for small and medium enterprises (SMEs).

A major takeaway from the December 2025 Address was the accelerated «Digital Tajikistan» initiative. The President noted that the future of the civil service and economy lies in Artificial Intelligence (AI) and the full digitalization of public services

President Emomali Rahmon reaffirmed that the social sector remains the priority. He announced significant increases in pensions, scholarships, and the salaries of civil servants, particularly in the health and education sectors.
